Take your good old Nintendo DS, find back the hardware that allows you to run .nds files from a SD card and unzip the package at the root of your card.
SpriteEditor for DS let you draw pixel art directly on your touch screen, supporting multiple pages, multiple palette, saving your work in dedicated .spr files, directly suited to NDS video memory format. More details on https://sylvainhb.blogspot.com/p/sprite-editor.html
LevelEditor for DS, takes those blocks and place them on the 8x8 grid to create your level. Supports 2 playground layers and one dedicated "metadata" layer to indicate how things should behave. With some additional scripts, you can even place monsters on your level. Saves maps into dedicated .map files suited to NDS video memory format. Animation Editor for DS, takes the other sprites you've done with SEDS and combine them to create smooth animations. Tell whether they should loop or whether they should synchronize motion and animation. Define hitboxes directly in the editor. (still a bit rough on the edges). Install instructions
You will need a homebrew-ready DS console to run these tools, with a linker supporting DLDI. Emulators can run the tools, but in mostly-useless read-only mode.
Unpack the .zip and copy files at the root of your SD storage to enable quick navigation between the tools.
